Audacity is a good sound editor and it is free. I am pretty sure it can do everything you listed.

Nero is what I use to edit my music for dancing and such, and it isn't very expensive. It allows you to adjust the sound, add effects like fade-out, copy/paste, etc. It also lets you copy/burn CDs, DVDs, etc. We use it at my State job too, so I know it's pretty good. They are up to NERO 9 right now, but I use Nero 6 and actually like it better. Since it is an old version, I bet you could find it for $10. Good luck!
