I thought so too.

The sad thing for me, is that it was a Labour MP who pushed this through just before the election. I had assumed it was our new right leaning National government who were behind it. Gah.

i thought maybe the point was to confuse people by bringing them back to the same page. and i wasnt getting it, lol. which i guess would have meant it worked?
