There are some IP addresses that get misclassified. If you're using a different internet source from usual, the problem will likely clear up when you stop using it. If it's your usual source, tell your ISP; they might well tell Google to fix their classifier. If you're using a proxy in Germany, that'll do it.
Using Tor is something that happens atop whatever your ISP is, but yes, I suppose you don't. :) Tor is a proxy layer that routes your traffic through a variety of participating servers, such that websites don't see you as coming from your home IP address, rather as from one of those other servers. "Helpful" sites that sniff for location, even if it's as broad as country or national region, are baffled by Tor.
It also thwarts those people on LJ who have IP logging turned on for comments; often they don't actually know what IP logging means or the simple ways to get around it, and the results freak them out, but I suppose that's their problem, ultimately.
