Here in Japan, the system doesn't always work, but at least there's a big move for people to TRY. I mean, I was seperating my trash wrong apparently, and they just didn't take it. Nothing like piling up trash to make one feel a bit frantic to comply

One thing Seattle does is gives us massive recycling bins that are larger than our garbage bins. Of course the garbage is picked up weekly and the recycling biweekly but it still manages to pressure me to put as much stuff as possible in the recycling bin. Maybe they should raise the prices for the larger garbage bins where you live. We have a 20 gallon garbage can and I believe a 64 gallon recycling bin for the two of us =)
Some councils over here will only pick up the rubbish bin biweekly and say they will NEVER take excess bags and even refuse bins when the lid is open because of overflowing rubbish - and people bitched and whined and moaned. I mean, these are big wheelie bins, we have them and we could have it picked up once a month and still not fill it - but these people are filling them then complaining that the council isn't doing its job
A lot of good points here. We have the same problems with trash and oversized trucks. I finally convinced my mother to trade in her SUV for a small, fuel efficient hatchback. Actually it was probably the high gas prices that really did it for her.
I definately believe that rewarding people for doing the right thing would encourage people better than threatening them with penalties (which half the time don't happen). Supposedly in Philly where I used to live they would fine you for putting glass and cans with the regular trash. It almost never happened. My sister's area has a voluntary recycling program which she doesnt follow - but I bet if they gave her some type of tax break she would.
Your post did remind me that I need to contact the local township for a recycling bin. The people who lived here before us either didnt recycle or took their bin with them.
I think that's the point - we want people to change things themselves, but they won't. In the end it's higher petrol prices and taxes that actually motivate people to make a change. But we need to motivate them in a way that doesn't make them hostile towards us and towards the goal we are trying to reach
And there are ways we can do it - full recycling bin? Lower council tax. Low emissions car - lower road tax.

Um, California, where I was born and raised, has some of the toughest recycling laws in the U.S. as far I know. They charge a tax (returnable upon turn in) for all the plastic drink containers and cans you purchase. There are many regulations about trash, too, as far as Mom says. I think they have to pay extra for each barrel more than the standard for your address, things like that. I'm not sure what else, I haven't talked to Mom about it much lately, but what she had said led me to believe that there were more ideas working out to help recycle more and waste less. Let's just hope that someone finally gets through to people: "If you make the mess you live with it".
