Does anyone know what the procedure is for getting a lawyer to look into a negligent Apartment Management Place?

We've not had hot water at night, for three days now.

I don't know how they do it out in AZ, but you can also report your landlord to the government health and saftey office. They'll usually send an inspector out depending on the claim.
