But the former might someday change his mind and decide to come back and pick it up, no matter how long that takes. The one who doesn't notice it will never do so for as long as he remains ignorant.

Why is it so much better to be ignorant of wrongs entirely than to ignore them if the chance remains that it could one day be corrected by the same person who chose to once ignore it?

Being aware of it is exactly the point. Eventually, the person who knew about it may come back and right the wrong of their own will.

The person who was too ignorant to notice... will never do so, no matter how long one waits.

But it's just one piece of trash. Something that small could be overlooked because of human error, but then seen another time.

...It's not the magnitude of the problem, it's that the problem exists in the first place, and is not being corrected.

Even so, the only one who could possibly see it another time would be the one who noticed it in the first place.
