Time to buy?

All these fore-closures and short-sales have me thinking it might be time to buy a home; if for no other reason than investment (either flip after a couple years or keep as a rental).  Even with the fall in house prices, the mortgage payment on something decent in the Santa Cruz area still seems a little more than I'd care to pay.
