It's on the PBS website http://www.pbs.org/programs/saving-titanic/ and Eriah says it not region locked for her, so maybe you can see it in France.

As it so happens... you so can. PBS has it up on their website and they didn't even region lock it or anything. Search for Saving the Titanic. It's only an hour long.
