I first read that as saying, "...use an IED without a power supply..." (that is, an Improvised Explosive Device). I suppose one might have the same disappointed result, but that may also depend on precisely what one is trying to accomplish. I also think that I've been working in aviation security too long...

Yeesh... the illustration would have turned out much differently had it been an IED.
