That little guy is "Black Peter," and is St. Nick's "helper." He reminds the Saint how each child has behaved during the year. The legends vary from here. In France, he is Pere Fouettard, an evil butcher who follows Pere Noel as punishment for luring lost children into his butcher shop in the past. In the Netherlands, he is Zwarte Piet, a medieval version of the Devil, whom Sinteklaas (sp?) keeps in chains. He is forced to give gifts to children as his own punishment...but if they are bad, he whisks them away to Spain in the middle of the night. Ah, politics. In Luxembourg, he is Ho~seker.
