Hmmm. Only two things it is suggested that everyone must do. Pay taxes and die. So, my guess is dying and the piper is Death. However, the tax man and filing taxes almost makes more sense. That is almost obscene how much either fits the bill... :)

You are very very close! You're right about the piper, and "the shaking of the sheets" is the act of laying out the dead with a winding sheet. The song is old English.

Geez I must have been way off, I figured shaking of the sheets refered to sex and the piper was the Green man.....Oh by the way I am enchantedpagan and I thought you might be interesting....

It's a bit of a cheat, but I did a paper on this song at university.
The shaking of the sheets is the preparation for the making of a death shroud, the piper then is death.

Now I have to go and fish out that song and listen to it again.
