It's from Baudelaire's "Les Fenêtres" and I believe it means, "Life lives, life dreams, life suffers." In context, he's talking about being outside a window and looking in rather than being inside and looking out of a window and how looking into a window is different from looking out of one. Or... something like that.
Oh, that's interesting! I got this quote from Deviantart's photographer's portait of a woman with this quote on her back (tattooed)... I thought that quote was neat and I didn't know what does quote mean. I tried to find it in the right translation but I couldn't. Thank you for telling about this...
