I'm trying to get Gabby to calm down, even if that means I have to fight him. He seems unable to stop threatening everybody. It's kind of a pain.

But it kinda would make sense if this was the chip doing it. We just gotta ask if all the angered people right now haven't had an operation to get their chip out.
