O nly in the most convoluted political environment does it make sense to raise taxes on hospitals (and the people that use them) in order to justify getting more money to pay to heal sick people.

basically, the proposal shifts the "burden" of unpaid care from the federal and state levels (medica* reimbursements, loss writeoffs, etc) to the local level: tax the hospital, they raise rates to pass on the added expense, but the medica* reimbursement rates are fixed and can't be raised, thus again, keeping the cost from the state and fed.
