Ah, yes, Ramon. Wesker considers him a failure, but not entirely useless. He learned a lot of Ramon, and had quite the time getting information. Needless to say, he wouldn't truly mind doing it again, but he wouldn't exactly let Ramon live the second time around. Ramon is something he can unleash his Tyrant side on.
Erm, sure, although I'm not entirely certain that Wesker would know much, if anything, about her to make any real judgement. Perhaps through Birkin he might?
Wesker finds her nothing more than a nuisance. She takes Birkin's mind off of his work, and that just irritates Wesker more than anything. However, before things went astray, Wesker kind of appreciated that Annette loved Birkin.
"US Government Lapdog" sums it up quite nicely. Leon is another enemy that Wesker just wants to destroy. However, he has been cautious, since Leon is linked to the United States government. He knows killing Leon will have to be down by someone other than himself, so that he does not have to worry about dealing the CIA and the secret service.
I doubt that he knows of Snake Eyes much, though Snake would love to go one on one with the man that sent those bio-abominations on him back when he was with the team to save Salazar. ;)
He probably feels the same way about Snake that he does the right of them: he is an annoyance that needs to be avoided in order for him to reach his goals.
