No, Mister White can't be the head of S.P.E.C.T.R.E, as much as I would like that to turn out. SPECTRE (along with the book THUNDERBALL) is the one element of the James Bond saga NOT owned by the James Bond people (Eon Productions). SPECTRE was devised for unmade film "James Bond of the Secret Service" written by Ian Fleming, Kevin McClory and Jack Whittingham. McClory sue when production of Thunderball was announced and as settlement received the rights to the book and its characters 10 years after the film Thunderball appeared. Blofield was suppose to appear in "For Your Eyes Only" in the beginning (bald guy in the wheelchair) but McClory threatened lawsuit and the Bond people dropped the name. Bond has only faced SPECTRE since in the non-series Bond film "Never Say Never Again" and almost in McClory's "Warhead 2000", which was stopped by the Bond film People (they got "Casino Royale" in the settlement, which was owned by Sony). So Mister White's organization can be similar to SPECTRE, but can never offically be SPECTRE. A pity. ( ... )
