So, in your time off from work, you've volunteered to help keep the Earth green. There's a pond nearby into which you know people have been tossing rubbish, so you go to clean it up. Hmm, I look at the image and I see the man's waders and shirt are awfully clean for someone who's been wading around in the marsh all day.

I smell something fishy, and it's not pond scum.

Well, the story says he found two other physical trash objects, and then the Dalek casing floated up, so I infer that he had just gotten started, for what that might be worth. YMMV and all that.
