Did you ask about how the subsections fed into the final ratings? Is there a way for you to comment on the process and/or your ratings?
I know that several years ago, I formally said that "yes, we had the meeting but no I do NOT agree with the ratings given". The supervisor had gone to my co-workers and asked about what problems they had with me and I could tell from the language who had said what (he put direct quotes in). Apparently refusal to break the rules (well maybe law) is being obstructionist.
Most Performance Review systems have major issues but that doesn't help. I know that one year here I went from a having a good rating to a mediocre rating ... it was a deliberate choice by the mgmt. to re-center the ratings in a year that we weren't eligible for merit so we could have room for improvement but boy did that feel like a slap in the face when I read it before hearing that everyone's ratings were coming down.
i don't know how it works at this company or if anyone actually looks back at the reviews. i wrote in the employee comments how i had achieved some of my goals though that was not reflected.
And I have been receiving mainly "meets expectations" for the past two years because two years ago there was a directive that people shouldn't be given marks higher than meets expectations. Sure, they can give you one or two "exceeds", but your average rating needs to be close to "meets expectations". Because no one is that good.
The same thing happened at mine--we get rated on a scale of 1 to 5 (5 being best), but the company directive is that everybody will be rated a '3', because a 4 or 5 means you're God Almighty. So there I was a few weeks ago, reading my review and my boss is singing my praises....but everything was marked "Meets Expectations". Never mind that after being on the job for eight months, I became team lead.
My boss isn't enthusiastic about it either. She said it felt pretty pointless to write up detailed reviews (which the company wants) only to have to tell everybody that no matter what, they still only 'meet expectations'.

Yep....they don't really want people to "exceed expectations" on reviews...so everyone "meets" instead. It sucks and it's crappy, but it's the way of employee reviews. Always keep a copy of your review you filled out with your examples - so you have it to help in case you need it.
