A red and gold striped scarf or tie would be good as well as a magic wand. Black academic robes are good (and maybe not that hard to make?)
For the party, a big bowl of jelly beans and make a little sign indicating "Bertie Botts Every Flavor Beans" are good. Maybe label punch as "Pumpkin Juice" and soda as "Butter Beer".
Having a pot with dry ice in it makes for a cool "magical" effect.
Harry dresses in regular clothes under his robes, so a pair of jeans, sneakers, maybe a striped red-and-yellow/gold sweater, and a robe over that. The glasses should be round and black, you can add tape to the bridge as Harry's glasses were often taped together in the early books. The scar's supposed to go over in the middle of his forehead but the movies for some reason put it over on eyebrow.
They're something called a Cauldron cake in the HP books. Like, little individual cakes. They also eat Chocolate frogs (chocolate molds?). I think there's a recipe for Butterbeer in a Top Chef recap on TwoP (seriously), I'll dig around. I think it's Cream Soda and...something else (the adult version has alcohol, obviously, that wouldn't do for a kid's party but I know there's a kid's version out there).
A lot of the food described in the books is very classic English stuff, popovers, treacle and whatnot.
Hanging up colors in Harry's colors would be good, a lot of red and golds.
