know any civil engineers?

Anyone know any civil engineers? Fairly successful ones, that work on large projects? One that, if someone said "I need you to design and oversee the construction of a unique floating oil rig" might not actually be able to do it themselves, but would at least have a good enough idea of where they would start? that would be remarkably close to what I'd eventually like to be doing, since currently the largest project in my sights - one that I've felt drawn to do something about, since first reading about it - is to study, then fix, the Great Pacific Garbage Patch.

To do so would be an enormous structural engineering project. But instead of tourism/sovereignty goals like the seasteading site, the goal would be research and then...trash...destruction? Removal? No one has any idea how to deal with it. And yes, I do deeply think someone should be doing something about it. Either way, the concept is still the same - a high-seas structure with long-term self-sustainability as a goal. If you think someone there might be able to give me advice on how I'd get from where I am, to that point some time in the future - that's the advice I'm looking for :)
