COBRA is required by law. You should contact the Department of Labor.

That does sound rather illegal, especially since they did not notify you *before* it happened. The state's attorney general may also want to hear about this.

They tell me the company is too small for Cobra to apply.

Update: I can keep covered on a much suckier plan, if I pay the back premiums out of the money they didn't give me, and then they will reimburse me from the money they haven't got.
