Azula knows that she cared about her mother at one point, but she doesn't really remember it all that well. She vaguely recalls feeling confused (and a little hurt) about being rebuked for things that she knew she should have been praised for-- hitting a moving turtleduck target with her newly acquired firebending, or successfully "ruling" her class within the first two weeks of her first year of school. But Azula never really made much of an effort to change her behavior, and she found it much easier to try to live up to her father's standards. By the time she was seven, she had stopped caring almost entirely.
Sometimes Azula wonders about her. She wonders if she's following her hated daughter's triumphs and conquests, and she wonders whether she feels any sort of pride, or only apathy. The last Azula heard, her mother supported the war-- she wonders if that's still true, or if she's turned traitor like Zuko. She's already betrayed her country once; why stop there?
She's envious of Zuko, sometimes, but by this point it's almost on principle. He has things that she-- as the superior sibling; as the success-- should have. That she doesn't want a mother (at least, she doesn't think she does) is beside the point.
Azula doesn't like it when other people have things that she can never have.
