I personally go with '10 and the tens, respectively.
-10 invokes thoughts about negative numbers; ditto for 010 and binary. '10 seems like the most straightforward solution to me because people did it for '97 or '09 or any other year.
I also don't agree with lumping 2010-2012 in with a "teens" label, but it seems like a choice many are likely to make. Though if we have "the twenties," "the thirties," etc., then I don't know why this decade can't just be "the tens."
