I'd complain about recruiting so many former enemies, but the only traitor we've had was an officer before the EDF was formed.

My understanding is that this is a traditional recruiting tactic for the EDF and the Administration Bureau.

But you have nothing to worry about. We did it all for Hayate, after all, and there's no longer any reason to attack people on her behalf.
