When you're brought to Igura, you're given three things. Eight Dog Tags to start off with, a weapon, and a cell phone. The cell phone works as a normal cell phone would, with you being able to make calls and text certain people. However, the phone also has the ability to connect to Igura's Information Network (IIN) - a place where information and rumors are spread.
All of the phone's functions are as follows:
• Texting function
• Calling function
• Connection to the IIN via text (think of logging onto chatroom or forum)
• Notepad function
• Camera function
More about the IIN
The IIN is the main way that Igura's players contact one another, and share information. Imagine a giant forum with chatroom like qualities. That's what the IIN is. Posting to the IIN and commenting around on are two ways that you can meet the Activity Check for the month. The IIN is entirely text based, so there are no “video” posts or “audio” posts in the deathdealed community. All logs and face to face action take place in deathrun, the log community. Lastly, all personal calls and texts take place on the personal phone posts in your character's journals.
The IIN is there to be used and to be abused. You can spread rumors, offer your services in exchange for tags, call for meet ups, share information, information gather, call a hit, etc! You can also contact a specific person over the network like you would be able to send a message to someone in a chatroom. Additionally, Sarah (the woman who offered you all this fantastic chance to partake in Igura) will occasionally post to the network as well, to spice up the game. Information about events will also go up on the IIN.

In your journals, you will have to have a phone post, where other characters may contact your character's phone directly, and off the IIN. This is a much safer way to speak to/text with someone, especially if you're setting up some sort of private meet up, working a private deal between a small group of you, etc. In your personal phone posts, both text and call (audio) functions are available, much like a regular cell phone. It's also a place where your character may keep IC notes, as the phone also has that function.
And yes, comments on the private phone posts do count towards activity, so please don't feel afraid to use them! You don't have to stick to just the IIN to get your comment count up, your comments in these posts count as well, whether they're in yours or someone else's.
