I know that an apology is probably exactly what the women affected want and need. An acknowledgment that what happened to them isn't being swept under the rug. But at the risk of seeming insensitive, I guess I see this issue differently. I see two governments in a power play. One is telling the other it needs to chastise itself. The other is saying "I won't show my weakness." I doesn't seem that any government has good intentions when it tells another government it needs to admit to such a horrific past.
