Who was Dumbledore wanting to be able to find when he made it? Did he make it so that he would know when people needed him?
Oh... I never thought about that... *thinks* It is possible, that at the beginning, the Deluminator was simply was a put-outer. Same function with a different name, but then Dumbledore tweaked it for this very purpose. Of course, it's more interesting to speculate on your question to find more... interesting answers.

Hmmm... it would give Dumbledore an excuse as to why he always seems to know everything... apart from having well placed friends. Also, I'm still wondering about how he knew what had happened that night on Halloween (1981)... Could the Deluminator answer this question? It's a bit of the stretch of the imagination, but think Bathilda + Deluminator + calling-Dumbledore's-name = "I know what happened last Halloween."
It would be somewhat reasonable, I guess, to assume that Bathilda was the one who contacted Dumbledore, but somehow I like the idea that it was Peter. Maybe Voldemort brought him as a witness, or maybe he came on his own, and hid outside the house to see what would happen. When the shit hit the fan, he went in looking for his master, and only found his wand (which he kept), then he went to Dumbledore and told him what had happened (making himself look like the concerned friend who had just been looking in at Godric's Hollow to make sure everything was okay), before going off to "confront" Sirius and "die a hero's death".
But I'm going to have to go back and reread the book *again* to see if the kids mention Dumbledore's name any time when it seems really, really lucky that he "just happened" to show up.
