Starscream is a sleezy, sneaky and cynical decepticon. He knows he has the qualifications to be a great leader, but the fact that he is considerably frail compared to other such leaders makes him a lowly Commander. He's not below using under-the-table methods to get what he wants, and betrayal is not something he's foreign to. However, when he is trapped or backed into a corner, he shows almost pitiful cowardice. He will beg for his life, and right when you give him sympathy, he'll come back and slice you open the minute you show weakness.
Backstory:
Before the war between the Autobots and the Decepticons, Starscream was the leader of a group of Energon (The life force of Cybertronians) Seekers. This, as well as his military genius are some of the reasons why Megatron had picked him to be second in command. With Starscream's cunning and volatile nature, Megatron was able to rise up and become the driving force that he is. Still, Megatron knew Starscream wanted his position, and because of the plane's overzealous attempt to overtake the 'throne', it's a bit obvious to anyone.
When Cybertron was war ridden and uninhabitable, Starscream scouted the stars for any source of Energon that had fled the planet. He eventually came upon Earth, and set up a mine to harvest Energon (which had taken quite a liking to the planet) while Megatron stayed in space to search for more warriors to ally for his cause. Upon his return, Megatron had become obsessed with power and the use of Dark Energon, which had the ability to bring dead Cybertronian back to life (in a somewhat zombified state). Starscream could see his master slipping into madness, especially when he met his demise at the heart of an explosion while trying to bring an army of undead soldiers to life. Because of this death, Starscream (quite eagerly) took up the role of Lord.
Starscream's position is all but too brief, as merely days after Megatron's demise, Soundwave picks up a life signal at the explosion sight for their former Master. Starscream tries to pass it off as error, but that would make him seem quite traitorous. So against his bitter feelings he goes and rescues Megatron, who is indeed alive, albeit barely. Because of this, Starscream spends a decent amount of time trying to convince Soundwave that putting their master out of his misery is the most honourable thing to do. While he almost succeeds, Megatron does in fact return to life on his own accord, and does not hesitate in punishing Starscream for such an act of treason. He even goes so far as to try and kill his second-in-command in cold blood in an abandoned mine, but Starscream makes his escape.

Extra:
-While Starscream is a machine, his body is composed of Cybertronian metal. This means it's much tougher than ordinary metals that are found on this earth. He can take explosions and energy blasts like it's nothing. (He can still get hurt though, so no worries.)
-Starscream is very unpredicable, which is his best trait. However, he's not exactly threatening, at least to those who can harm him, and he's very easily foiled by simple measures.
-Much like a bird, Starscream heavily relies on his wings. Tying them up/locking them pins him to the ground, and he is completely unable to transform. While he is not helpless when grounded, his plane form is his main source of attack, and without it, he cannot use many of his weapons as efficiently. He can still claw you, use his arm missiles, and laser gun, but he'll definitely be a lot clumsier. If you happen to lock both his wings and his arms, he's a sitting duck (no pun intended). He's pretty much at your beck and call.
-The average 6' human is about this big compared to him. This means that most of the interaction between him and other characters will probably be outside. Sadly he cannot fit into many buildings! Also, the communicator will probably be about the size of a piece of Chex Mix to him, so don't expect many texts! He could probably figure out videos, but he'd have to stand pretty far away from it to get a good visual.
-Starscream has killed before, and is not afraid to do it again. However, he has etiquette, even some mercy. Either that or he just likes to play with his victims. Overall, he's evil but not bloodthirsty.
-Having lots of delicate wirings, Starscream is very susceptible to extreme cold. It can lock up his joints and kill him, much like a living being. So in essence, his workings are not unlike a human body in cold. Being metal doesn't help him in the slightest.
