This is the difference between a publicly consumed good, paid for by all and a privately controlled profit maker. Public goods have consistently failed in India as corruption has grown. It's pretty common for the Indian to dismiss public amenities as poor quality. I wonder if Indian infrastructure should be privatized or made competitive in some manner to raise the standards ?

Even though road projects are publicly bid, there are politics there making it corrupt.

I'm not a libertarian by any stretch, but a dose of it may help India get out of the corruption quagmire that is holding so much back.

Well, some of it could just be resolved by some regulation. For instance, mandating that every mall or shop that has multiple levels should provide basement parking would solve a lot of parking problems and help avoid roads being used for parking. Alas, there is no easy solution to the whole infrastructure problem unless public & political will come together some day to improve things.
