You're starting it from the wrong end lol. I've only ever known of sweaters being started from the bottom up. It actually took me a few seconds to realize that it was a sweater in the making but not a small west. But yea it looks like a sweater.

oh but they are so much easier to knit from the neck down! really! if you knit from the bottom up there is so much shoulder shaping that goes on. this just had a bunch of increases at the neck and voila, shoulders!
