How do I post a Picture? Do I have to have a Paid account to upload pics?

You can use photobucket to upload pics for free. Go to www.photobucket.com and create a free account. It is quick and easy. Then, take the img tag that photobucket gives you and drop it into an entry in LJ. The pic should show up when you save the entry, as an entry.
