Raven is Pre-Zaude, when you say "Commandant" he'll automatically assume you mean Alexei because Alexei hasn't been fired yet and Flynn hasn't been promoted. If you ask him if Alexei is here, he'll comment that it was "Commandant Flynn" and that he jumped to conclusions o7
