Delia has, from somewhere or other - the Palace stables are high on the list - gotten an enormous white horse, which she's brought down to lower city.  Naturally, she hasn't left off any jewelry or such, and in fact has added a jeweled rapier that probably cost the gross national product of a small country. She walks the horse through the streets,
