Thinking about it later, I can agree that those too young or old to work wouldn't be filing taxes, but I think the cynic in me would still say tax em all :P. Milk money still counts as unearned income XD. It was late and I was cranky, hence not thinking the taxation issue all the way through I guess.
Save up and hire a hit-man, then. Going market rate is $10,000 but you can find some people willing to do it for as low as $5,000, though you'll find their services to be decidedly unprofessional.
In addition to all that was mentioned above, individuals earning over $87,000 and households earning over $174,000 won't get a tax rebate check either. That strikes out another 7% of individuals over 25 years of age and about 5% of households. And yeah, that's why I won't be getting a tax rebate check. Bah, humbug!
Aside from all the valid points others have provided, I have one less-than-valid point to add: if you saw what your tax dollars were going into (a war you don't support or money grabs like the "war on drugs" perhaps?) you might refuse to pay taxes, too, as a means to show you do not support what the government is doing with your contributions; this, if such is the case, is however against the law

That counts for several of the numbers.
Also, people working under the age of 18 OR are claimed as a dependant by someone will not be eligible for the rebate checks.
