It's because some people judge themselves by a standard that is below themselves to justify their actions, and some people judge themselves by people who are better in order to strive for improvement. They can say to themselves, "My speeding is not bad, because other people are worse." or they can judge themselves by the unwavering standard of the law and say, "The speed limit is 25 mph, if I go above that, no matter what everyone else is doing, I am speeding and hense breaking the law." To judge by the flimsy standard of other people is what is called "lawlessness" in spiritual terms, because it is not standard. To judge by a set or guidelines to inform actions is called living within the law. When we live within the law we do not get harmed by the problems that come with lawlessness such as speeding tickets. That is the basis for the whole philosophy of Christians not wanting to commit sin, and it often gets twisted by those that don't truly understand the concept.
