I hope it works, but I wouldn't be out if I thought it would.
People attend cons for the social interactions and interesting plots. Not for the chance to show off their character sheets, rotes and abilities and throw down. Some people do show up for the throwdown, the proverbial phallus waving. And they show up at the same games as the folks who want social interactions. That, IMHO, is the problem.
While the cynical part of me agrees. The optimist says that this is solveable by responsible ST's and if people want to throw down, let them. And let them have their fun. But the idea that a strong local game will create a stronger global one is sound in my mind.
