I don't know if it's true now, but back when I played the original TFC, the sad fact was nobody cared about the 'team' aspect. It's basically a free for all run for the flag, just don't shoot the guys who on your side, spies aside.
Same thing applies to respawn. People don't want to wait when they die, they want to get back to playing ASAP. So no, they don't ask why respawn time exists.
