Color me confused, but I thought quantum effects only applied at the sub-atomic level? So what is quantum about this? It's very nifty looking, but not very well explained. (And quantum is turning into a kind of over-used buzzword, so it automatically makes me suspicious.)
The website url given leads to something that seems only loosely related, (though I see it also has a lot of buzzwords!) and I can't find any explanation of this effect there.
Googling "quantum locking" gives one explanation that boils down to "not quantum at all" and a lot of people going "this is cool". :P It may be cool, but I don't see how it's "quantum."
