Pass a law that everyone born in 2013 or later can only have sexual contact with others born in 2013 or later. In cases of rape where the assailant's age is not known, do multiple cycles of STI screening on the victim, and mandate abstinence for one year

you don't just get STIs from sexual contact though. HPV, for example can come from any contact, as with the herpes virus.. you can get that from a relative's well meaning kiss, you know? not to mention dirty needles.
