The answer is yes. Right now, rostered people (clergy and other church professionals) are supposed to remain celibate if they are "single," whether they are gay or straight. But it's interesting that you mention this now, because the churchwide assembly in August will talk about whether the church wants to allow synods and congregations who choose to do so, to recognize and bless lifelong, monogamous, same-sex relationships, and then allow people who are in that kind of relationship to become rostered. I hope the answer to all of those questions is "yes," but the ELCA tends to be about as equally divided as the rest of the country on those issues.
