There are a lot of free website templates out there if you want an art website. Since you have basic html skills you might be able to use those. They probably make use of CSS but I bet you could pick up CSS pretty easily. No one does pure html websites anymore; most of the stylization is handled through CSS these days because it's quite powerful.

Startlogic advertises tools for website building that include blogs and whatnot, if I recall aright. Also, their web hosting is pretty cheap.
