Right now I have inside cat (Kali). Sweet little girl is going strong and seems relieved to be home. At least, she's sleeping contentedly a lot and barely talks except to say hello when I get home

Poor little cat. I hope you find it's owner or that you can look after it for a little until you can find someone to take it in. There are cat rescue people around that you could contact to take it in. Which would be a much better fate than the RSPCA.

I find it very suspicious that cat bowls were left, and that the cat seems to believe that it ought be fed from the bowls.

I heard there's a no kill shelter down the coast, or I might try to find kitty rescue. It could have a home though and just be a big stayout scab. I need to find out how to check for microchips and desexing tatts.

Microchips are usually between the shoulder blades and desexing tattoos are in the ears.
