This NYTimes article on 'baiting insurgents' is downright scary to me. There just doesn't seem to be any explanation of how they keep from shooting people who picked up the wire/explosives/whatever in order to turn it into the authorities...or to just see what it is, for that matter. sniping non-uniformed people *at all* just seems like a recipe
