I think that works if you have a clean windshield that doesn't have a lot of nearly invisible mineral deposits on it. I've driven in the same conditions you describe in my previous car which had a windshield like I just described. The wipers were messed up and so were clearing very little of the water away. I could not see well at all. It was freaky.

the only water that had been on my wind screen recently was the rain and the wiper fluid (aka tap water), and I think I need new wiper blades mine are leaving patches unwiped, but it doesn't really rain during droughts, so it's kinda a waste of money.
I tested the theory in the afternoon, about 2pm maybe.
