While writing a synopsis...

Is it kosher to include information that must be indirectly gleaned from the novel itself? Or is that cheating?

Incidentally, I should probably bite the bullet and get a twitter account. Most of my posts are one-line nonsense.

Depends on how indirect, I should think.

Only if you link the twitters to livejournal... I ain't gonna check another site, especially not one used by so many politicians.

What kind of information - background information of a character? Motivations?

A synopsis should only be the core story. If it isn't in the novel, it isn't necessary. That being said, "After years of leading the red army..." when that's the starting point of the novel is perfectly fine.
