Just say no. In my job, I tell people No all day long when they ask for money. If he cannot get a loan on his own, he probably does not need it because his payment history has proven his inability to handle money wisely.

Treat the loan as a gift. If it gets re-paid, swell. If it doesn't, no harm no foul.
I know you want to help people, but if the help you provide could potentially knock you on your ass, it isn't worth it.
