This is something that most people don't seem to understand. There are no 'cheap' places to buy things in poor areas, particulary urban areas. There are few, if any, choices. Very few chains locate in poor urban areas, especially grocery stores. That's why it is a big deal when they do. I believe Publix has started opening stores in downtown neighborhoods, but it takes city governments who understand the need to have stores like that available for urban renewal without razing and/or driving out the people who already live there.
