Personality: When it comes to Hikaru, "dry" explains his personality quite well. Very interested in things that catch his attention, but at the same time quite apathetic to what he considers boring. Also, what you see is what you get so unlike Kaoru there isn't a lot of difference in his personality in the times that he is with his twin and the times when he is by himself. Like Kaoru, he's mischievous and playful but he's the more arrogant and cynical of the two. He comes of extremely distance and uninterested in those that are not his brother and can be downright cruel at times. He sees other people as sources of entertainment, as "toys" if you will, to be discarded when he grows bored of them.
Otherwise you're just in the way and he doesn't even bother to acknowledge your existence, just another piece in the world of "everyone else" something far different from the world of "us" that him and his brother have.
Easily upset at times, he can throw his emotions at people without a lot of concern to their emotions. Really and truly its because he doesn't understand the feelings and emotions of others; partly because he doesn't want to understand and partly because he doesn't know how to understand. Another reason for this is because Hikaru has been long closed off to his own emotions and if he can't understand his own emotions, it's unlikely he'd even begin to understand how someone else is feeling.
Despite being the elder twin and largely acting the part, he actually relays on Kaoru's support much more than the other way around. And though basically everything is done together, there are differences to the twins... and with those differences comes a part of him that desperately wants someone to be able to tell them apart, but on the other side of that coin is someone that is terribly afraid of that moment.
Because of this he lives by his need to be recognized as an individual yet still keep the singularity of being a twin.
Background: Hikaru is the oldest twin born to Pureblood parents. His mother, Yuzuha, is famous fashion designer in the wizarding world and his father works for the Ministry in the Department of International Magical Cooperation as a member of the office of Intelligence and Research. Born and originally raised Tokyo, Japan, his father job had them moving to London when the twins where nine-years-old. Because of their parents busy schedules the twins were more or less left to their own devices in both a physical and emotion way. This increasing separation from the world in general grew to the point that the twins began to separate themselves into their own world where it was only the two of them, the two people that understood one another best. Shortly after their move to Britain, there was a maid that was hired that they actually began to like, because she was different from the ones that just flattered them or just smiled at them because they had too.
But this was also one of the most defining moments, finding the maid one night trying to break into the safe they staged a game; "Which one is Hikaru?" where they would give her the combination if she could tell them apart. Hiding it in their piggy bank, the went to bed almost hoping she would be able to tell the difference. She didn't. And they caught her as she was escaping the mansion with all the valuables from the safe, leaving them with this; "I didn't have any other choice. I just can't tell you two apart. Perhaps there will never be someone that can tell you two apart."
And, so, with those words left by the one person they really liked that wasn't themselves, the twins grew more and more twisted. Their game becoming increasingly more cruel as they grew older and entered school, to the point that they would mock and purposely hurt the feelings of others... all the while hiding their hurt that no one could tell the difference and even those with apparent feeling for one would happily settle for the other.
They lived in a contradiction and rather hypocritical world; they wanted people to tell them apart, they didn't want people to tell them apart. They want people to know them better, they want people to just stay away.
They craved for someone to accept them, someone as twisted as them. But to them... there was no one in the world of "everyone else" like that.
This hasn't changed much with at Hogwarts, Hikaru still very much keeps to his brother and is mostly off-putting to others. He also does surprisingly well in his studies considering his uncaring personality, though he'll also be frank about those subjects that bore him and put the bare minimal in them.

Why you think they belong in this house? He's spoiled, selfish, stubborn and immature. He can be determined and resourceful but for mostly the wrong reasons, he also rather self-centered; unless it's about Kaoru.

Ahhh~ Another day, another losing contestant of the game. How disappointing, you would think someone would get it right by now. But I guess I can't expect much...

"You wouldn't mind, right? Having me instead Hikaru?"
"Well... no, it would be fine with you too, Kaoru."
It was always the same. Always, always, always the same. Like someone was stepping on his chest to the point he couldn't breath anymore. Why was it so hard to find one, just one person that could tell them apart? There's a point if the girl looked hard enough she might be able to catch the sad expression on his face. But its gone in a second and instead a nasty smirk takes it's place.
"Huh. Here that Kaoru? She says you're fine too!" He calls out, lazily watching the tears well up--always the same, always the same.
"Yo-you... you're mean!"
But really, who was the mean one?
