based on population the least populated state Wyoming with 532,668 people gets 3 electoral votes the most populated state California with 36,756,666 people gets 55 electoral votes.  Now using Wyoming as a baseline if you divide California's population by Wyoming's population you get about 69 now multiply 69 by 3,  So if  Wyoming gets 3 electoral
