The key to learning some good Spanish quickly is to immerse yourself in it. The Rosetta Stone programs are good, but it would really help you to get some regular practice. One thing we used to do in school was to watch Spanish Soap operas. The dialogue was slow and dramatic so you could usually understand what was going on and then we would write a summary (in Spanish) afterwards. Another way to practice is to get a Spanish language newspaper and pick an article to translate. I would focus on building your vocabulary and not worry too much about grammar. Most people in Puerto Vallarta speak some English and between that and some broken Spanish you should be fine.

Immersion is the only way. When I was in Spain I could speak Spanish with confidence and fluidity (though not quite fluently), but when I'm in the US my Spanish is absolutely terrible. Immersion is the way to go.
Check out community colleges - they have really cheap classes. Or get a high school level Spanish 101 workbook. Spanish is exceptionally easy to learn, especially Mexican Spanish.
